The most influential catalyst to fuel cost is at the oil refinery. With gas prices slowly climbing to record highs, an answer is desperately needed. Through an influx of funding for research/development, renovation/new construction and improved transportation methods oil refineries will begin to operate at a more efficient cost effective manner. Thus allowing fuel prices from the byproducts of the facilities to be much more affordable.
